These flat washers are TRUE TITANIUM(TM), specifically Grade 2 (CP) titanium. Flat washers are designed to spread the pressure of a bolt or screw under the head. If the washer starts corroding, then the washer fails and the head of the fastener starts to dip into whatever is under it. You have probably seen this.
